is looking for an 

COMPONENT LEAD (m/f/d) 
Full-time employment (100%) 
in Sarajevo 

from 01.09.2026 to 30.06.2029 

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a worldwide provider for sustainable development which assists the German Government in achieving its objectives in the field of international cooperation.

GIZ is implementing the project “Cooperation of Public Institutions for EU Integration in Bosnia and Herzegovina (CEI)”, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). The project strengthens Bosnia and Herzegovina’s institutional readiness for EU accession by supporting structures, skills, and coordination mechanisms necessary for effective negotiations.

Starting in 2026, subject to the conclusion of the co-financing agreement with the European Union, more components will be added to the project. The additional funding will enable support for the implementation, reporting and monitoring of the Reform Agenda and the Economic Reform Programme (ERP), while further strengthening institutional capacities for coordinating and advancing Bosnia and Herzegovina’s EU integration process.

Your Responsibilities and Tasks:

• Lead the strategic and operational implementation of Component 2 (Economic Reform Programme), ensuring the achievement of project objectives, quality standards and contractual commitments.

• Provide high-level technical advice and capacity development support to partner institutions on matters related to the Economic Reform Programme (ERP).

• Manage stakeholder relations and maintain strategic partnerships with key government institutions, the European Union, international organisations, and other relevant actors to foster dialogue, coordination and reform implementation.

• Lead the planning, monitoring and steering of component activities, including work planning, risk management, quality assurance, monitoring and evaluation, and the identification of corrective measures where required.

• Develop and oversee the preparation of technical concepts, policy recommendations, guidelines, methodologies and knowledge products, ensuring the technical quality and coherence of project outputs.

• Monitor political, economic and institutional developments relevant to the Economic Reform Programme and EU integration process and provide strategic analysis and recommendations to project management and partner institutions.

• Coordinate the preparation and delivery of workshops, conferences, study visits, delegation visits and other capacity-development measures, ensuring effective implementation and follow-up.

• Lead the preparation of component reporting, including donor reports, annual reports, briefings, presentations and other strategic documents, and contribute to overall project reporting and knowledge management.

• Supervise and provide technical guidance to junior advisors, consultants and service providers within the component, ensuring high quality performance, knowledge sharing and effective teamwork.

• Oversee procurement and contract management processes within the component, including the preparation of Terms of Reference, technical specifications, market assessments and monitoring of contractual obligations.

• Familiarity with the European Semester approach, EU economic governance frameworks and economic reform requirements for EU candidate countries.

Required qualifications, competences and experience

Qualifications:

• Master's degree in economy, finance, law, public administration, European studies, social sciences, or a related field.

Professional experience:

• At least 7 years of relevant professional experience in the preparation, implementation, monitoring and/or reporting of Economic Reform Programmes (ERP), public policy reforms or comparable strategic planning and reform frameworks.

• Experience in supporting governance processes, public administration reforms, economic policy coordination or related EU accession processes.

• Experience working with public institutions, preferably in complex governance environments and multi-level institutional settings.

• Experience in stakeholder management, facilitation of multi-stakeholder processes and representation vis-à-vis high-level partners and donors.

• Experience in facilitating inter-institutional cooperation and dialogue among public institutions, development partners and other stakeholders involved in reform implementation and/or EU integration processes.

Specific Professional Experience:

• Previous working experience related to the European integration process.

• Experience working in development cooperation projects, preferably in the fields of economic governance, public sector reform, EU integration would be an asset.

Other knowledge, additional competences/skills:

• Sound understanding of Reform Agenda governance structures and related reporting mechanisms in Bosnia and Herzegovina.

• Strong analytical, strategic planning and advisory skills, with demonstrated experience in drafting policy papers, technical concepts, reports and strategic documents.

• Excellent communication and presentation skills, including the ability to convey complex policy issues to diverse audiences.

• Native-level proficiency in one of the official languages of Bosnia and Herzegovina and excellent command of English; knowledge of German is considered an asset.

• Strong digital literacy and proficiency in standard ICT applications, data management and collaborative working tools.
